Ukrainian President Volodymyr Zelensky States He Lacks Clear Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says European allies have failed to provide sound guarantees that they will protect his country in the event of a fresh offensive by Russia.

"I am asking this very question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

His comments come a day after the UK and France signed a declaration of intent on deploying troops in Ukraine if a peace deal to end the war with Russia is agreed.

However, full security guarantees have not been agreed. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that form the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be sent.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about 20% of Ukraine's land.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "an essential component of our commitment to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."

The Ukrainian leader praised that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the allies "mostly completed" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "90% ready".

Questions of land and defense pledges have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukraine's military must pull back from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with more limited success.
