From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Against the backdrop of the considerable disarray following the United States attacks on Venezuela, the apprehension of leader Nicolás Maduro, and the declaration by Donald Trump that the US will “manage” the country and “reclaim the petroleum resources”, one thing is clear – these actions create a truly chilling precedent.

Past Interference and a New Threshold Crossed

The United States carries a troubling legacy of interference, invasion and occupation in Latin America, but the early hours of Saturday marked its initial significant armed assault on South American land. “The preeminence of America in this region is now beyond dispute,” Mr Trump declared.

The decision to unilaterally attack another sovereign country and abduct its leader – mere days after he stated a desire for negotiations – possesses far-reaching consequences. We all have reason to be worried.

A Nation Left in Limbo

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, widely believed to have stolen the last election. They now face a future of deep insecurity. Mr Trump has suggested that the vice president, Delcy Rodríguez would comply with American demands, and brushed aside rightwing opposition leader and Nobel prize-winner María Corina Machado as a plausible replacement.

However, Ms Rodríguez, now the acting leader, has so far adopted a posture of resistance – and other factions of the decapitated regime are far more intransigent.

The Superpower as Rogue State

A man who came to office pledging to stop foreign wars now says he is “not afraid of boots on the ground”. Redesignating the Department of Defense as the Department of War was not merely symbolic. He does not see the world’s superpower as a global policeman; he is turning it into a rogue state.

He believes that the US’s might permits it to do as it wishes with scant penalty: observe the attacks in Nigeria and against Iranian nuclear sites. He claims that Venezuelan oil means this latest episode “will pay for itself”.

An Illegal Assault on Sovereignty

George W. Bush initiated war in Iraq on a lie. But this unlawful assault came absent any United Nations mandate or authorization from lawmakers; Democrats were not even informed and say they were deliberately deceived in briefings. Mr Trump is not trying to twist international norms, but to obliterate them.

Set aside the signal this transmits to global powers like Russia and China, and consider the destination for America itself. While the raid is said to have slain 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s growing sense of invincibility will almost certainly fuel more reckless actions.

The Stated Reason Versus the Real Aims

No one buys the justification that this is concerning narcotics. Venezuela is only a minor conduit for cocaine; Mr Trump recently granted clemency to the ex-leader of Honduras Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself made it clear that he is propelled by the lure of oil as well as a desire to project strength, the ideology of some in his administration, and the desire for glory as domestic popularity wanes.

World Leaders' Silence and a Weakened UN

The worldwide reception, especially in Europe, has – with a few principled deviations – been alarmingly quiet. That’s not a result of Mr Maduro’s sins, but fear of Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was commendable, but this episode emphasizes the UN's diminishing clout.

Mr Trump’s isolationist supporters at home could still pressure him to redirect his gaze inward – but rising medical costs, financial discontent and ongoing controversies fuel his desire for external drama.

Barely 12 months into his four-year term. Other governments may come to rue the day if they remain quiet at this juncture, considering the potential next target.
