Britain and France to Deploy Troops to the Country if a Peace Deal is Reached

The London and Paris have inked a memorandum of understanding concerning the stationing of military forces in the nation in the event a ceasefire be made with Russia, the Prime Minister of Britain, Sir Keir Starmer, has declared.

Following negotiations with Kyiv's partners in the French capital, he indicated that the UK and France would "set up operational bases throughout Ukraine and build secure facilities for weapons and defense matériel" to prevent any future incursion.

The allied nations also put forward that the America would assume leadership in monitoring a halt in hostilities.

Moscow has on multiple occasions cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has so far not issued a statement on this latest announcement.

The Situation and Continuing Conflict

Moscow's leader Vladimir Putin began a major offensive of Ukraine in February 2022, and Russian forces currently controls roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to be alongside Ukraine for the foreseeable future," remarked Starmer.

National leaders and high-ranking officials from the "Coalition of the Willing" were involved in the Paris negotiations.

He stated at a shared media briefing, Starmer added: "It creates the pathway for the juridical structure under which British, French, and partner forces could work on Ukrainian soil, securing Ukraine's skies and seas, and restoring Ukraine's military for the years ahead."

The PM added that the UK would be involved in any Washington-directed monitoring of a potential cessation of hostilities.

Defense Assurances and Negotiation Stances

Lead American diplomat Steve Witkoff stated that "long-term security guarantees and strong economic promises are essential to a permanent resolution" in Ukraine – alluding to a key condition made by the Ukrainian government.

The negotiator said the allies had "largely finished" their work on finalizing such guarantees "to ensure the people of Ukraine know that when this hostilities ends, it ends forever."

The former US envoy, former American President Donald Trump's special envoy, also took part in the talks.

Separately, French President Emmanuel Macron stated that Ukraine's partners had made "major headway" at the talks.

He said that "strong" security guarantees for the Ukrainian government had been reached in the instance of a possible truce.

Ukraine's leader Volodymyr Zelensky stated that a "huge advance" had been made in Paris, but cautioned that he would only view efforts to be "adequate" if they resulted in the end of the conflict.

Last week, the Ukrainian leader suggested a peace agreement was "90% ready". Agreeing on the remaining 10% would "determine the fate of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the heart of ongoing disputes for negotiators.
  • Putin has repeatedly warned that Kyiv's military must retreat from all of Ukraine's eastern Donbas or Russia will seize it, refusing any concession over how to finish the war.
  • Kyiv has to date excluded surrendering any territory, but has suggested that Ukraine could withdraw its troops to an designated point – but only if Russia reciprocates.

Russian forces presently controls approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk region. The pair of oblasts form the heartland of Donbas.

The initial US-led 28-point framework that was widely leaked to the media last year was perceived by Kyiv and its partners in Europe as being disproportionately favorable in Moscow's favor.

This led to weeks of intensive discussions – with Ukraine, the US and European leaders trying to amend the document.

Recently, The Ukrainian government sent the US an new proposal – as well as separate documents describing potential security guarantees and arrangements for Ukraine's reconstruction, Zelensky added.
